Unique Jeanie was one of the "Neither-Ginger-Nor-Pam"-faced dolls.
Her body, with its wide stance, plain feet, and large navel, is identical to Uneeda Janie's: but Janie always had a vinyl head.
There are a number of "Neither-Ginger-nor-Pam" dolls around. A&H Gigi had one, Active's Mindy came in that form, and there are many more, mostly small off-brands like this one. Jeanie was made of cheap, light plastic, and came in a bag rather than a box, which further testifies to her being a small off-brand, designed for the low-end market.
